Travel to High and/or Extreme Risk Locations

Travelers are required to fulfill pre-departure travel requirements aligned with the highest-risk location included in their itinerary. "Location" can refer to country, city, and/or region. For example, if you are traveling to a region designated as 'Low Risk', but the entire country is designated as 'High Risk', you will complete the pre-departure requirements for 'High Risk' locations. 

Requesting Travel to a High and/or Extreme Risk Location(s)

In an effort to better standardize the High and Extreme Risk approval process, our office has implemented the High and Extreme Travel Risk Approval Request Form. Completion of this form is required for the Students, Officers of Administration and Support Staff that propose travel to “High” or “Extreme” Travel Risk locations. 

Please note, you should not complete this form until you receive a response to your ISOS Pre-Trip Itinerary Review submission. 

Upon completion of this form, return to Global Travel at for processing. Global Travel will effectuate review by the Dean and Provost for Morningside Affiliates, or the Dean and EVP and Dean of the Faculties of Health Sciences and Medicine for CUMC Affiliates. Please complete at least four weeks prior to trip departure to allow for processing time. 


Below are the countries, cities, and regions ISOS has designated as Extreme and/or High Risk locations. If your destination is not listed below, you must review the ISOS Global Risk Ratings to determine the highest level of risk for your location.

Extreme Risk: The entire country of Afghanistan. 

High Risk: The entire country of Algeria. 

High Risk: The north-east of Cabinda exclave. 

High Risk: Border with Azerbaijan.

High Risk: Armenian border areas and Nagorno-Karabakh.

High Risk: Chittagong Hill Tracts and Dhaka.

High Risk: Border with Burkina Faso and Niger.

High Risk: Deprived areas of major urban centers. 

Extreme Risk: Provinces of Oudalan, Soum (both Sahel region), and Loroum (Nord region)

High Risk: All other areas of Burkina Faso

High Risk: Bubanza and Cibitoke provinces; Bujumbura Rural province.


Extreme Risk: Areas of Extreme North region bordering Nigeria.

High Risk: Extreme north; Bakassi peninsula; Border with Central African Republic; Northwest and Southwest regions.

Extreme Risk: The entire country of Central African Republic.

High Risk: Borkou, Ennedi East, Ennedi West, and Tibesti regions; areas within 18 miles (30km) of borders with Sudan, Central African Republic; Areas west of Bol in Lac region. 

High Risk: Areas affected by guerrilla activity, including border areas with Venezuela and Ecuador; the city of Cali.

High Risk: Areas in Likouala and Sangha departments within 20 miles (32km) of border with Central African Republic.

High Risk: Areas within 18 miles (30km) of the Liberian border in the Montagnes and Bas-Sassandra districts.

Extreme Risk: North Kivu province; South Kivu province; Ituri province; Tanganyika province

High Risk: All other areas of DRC.  

High Risk: The Colombian border areas.

Extreme Risk: North Sinai. 

High Risk: The Western Desert. 

High Risk: The entire country of El Salvador. 

High Risk: The Ethiopian, Sudanese, Djiboutian borders.

High Risk: The Somali region and areas bordering Eritrea, Kenya, South Sudan, Sudan.

High Risk: Abkhazia and South Ossetia.

High Risk: Chiquimula, Petén, Zacapa and Izabal departments; Guatemala City.

High Risk: The entire country of Haiti. 

High Risk: The entire country of Honduras. 

High Risk: Asom (Assam), Manipur, Nagaland, Tripura, Bihar, Jharkhand, Chhattisgarh, non-coastal districts of Odisha (Orissa), eastern areas of Maharashtra, Kashmir division and part of Jammu division (both Jammu and Kashmir union territory).

High Risk: Papua and West Papua.

High Risk: Sistan-e Balochistan.

Extreme Risk: The entire country of Iraq. 

Extreme Risk: Gaza.

High Risk: West Kingston and Spanish Town.

High Risk: Nairobi; the northern counties of Turkana, West Pokot, Samburu, Marsabit and Isiolo; the Somali-border counties of Wajir, Mandera, Garissa and Lamu.

High Risk: The Batken province and the international border regions of Osh and Jalal-Abad provinces.

High Risk: Baalbek-Hermel governorate and areas within five miles (8km) of the Syrian, Israeli borders.

Extreme Risk: The entire country of Libya. 

High Risk: Anosy (except its capital Fort Dauphin (Tôlanaro)) and Atsimo-Atsinanana regions (south-east).

Extreme Risk: Gao, Kidal, Menaka, Mopti (including Mopti City), Taoudeni and Timbuktu regions.

High Risk: Border with Mauritania; northern half of Segou region.

High Risk: Eastern desert areas.

High Risk: The states of Baja California, Chihuahua, Colima, Guanajuato, Guerrero, Jalisco, Mexico, Michoacán, Morelos, Sinaloa, Tabasco, Tamaulipas, and Veracruz. 

High Risk: Macomia, Meluco, Mocimboa da Praia, Muidumbe, Nangade, Palma and Quissanga districts (all Cabo Delgado province).

High Risk: The insurgency-affected and other border areas (except Indian border) and far northern Rakhine state.

High Risk: The south region of Nepal. 

Extreme Risk: Areas of Tillaberi region bordering Mali; areas of Diffa region bordering Borno state (Nigeria) and Lac region (Chad)

High Risk: Areas of Tillaberi region bordering Burkina Faso; departments of Tera, Tillaberi, Ouallam and Filingue in Tillaberi region

Extreme Risk: Borno state.

High Risk: All other areas of Nigeria. 

Extreme Risk: The districts in Khyber Pakhtunkhwa bordering the former Federally Administered Tribal Areas (FATA); Balochistan except for Gwadar and central districts; The former Federally Administered Tribal Areas (Khyber Pakhtunkhwa province) 

High Risk: All other areas of Pakistan. 

High Risk: Darién.

High Risk: The entire country of Papua New Guinea.

High Risk: Ene, Apurimac and Mantaro River Valley (VRAEM).

High Risk: South-west Mindanao and the Sulu Archipelago.

Extreme Risk: Eastern border regions (Donetsk and Luhansk).

High Risk: The Afghan and Kyrgyz borders, and Fergana Valley.
